Global health leader dedicated to social justice and the well-being of poor people everywhere. Prior to current post, was a senior fellow at the Bill and Melinda Gates Foundation and member of the executive team, helping to shape the foundation's overall global health strategy. In Mexico, served as director of the National Institutes of Health, director general of the national Institute of Public Health, and vice minister of health (1991-1994). Founded the National Vaccination Council and the National Council for the Prevention and Control of AIDS. Credited with modernizing the National Epidemiology Surveillance System, creating the National Health Survey System, negotiating a multimillion dollar credit allocation to increase health coverage for the poor and to support the national health care services, and helping to secure funding for the GAVI Alliance immunization initiatives. Chaired the Institute of Medicine committee to evaluate President Bush's Emergency Plan for AIDS Relief in 2003.
