The San Diego Program Committee invited members and guests to a program featuring Professor Barbara F. Walter, Rohr Chair in Pacific International Relations at the University of California, San Diego School of Global Policy and author of the book How Civil Wars Start and How to Stop Them. Walter led a conversation on the rise of violent extremism around the globe and the risk factors that could lead to civil conflict in the United States. The program was hosted in person and simultaneously webcast live on Zoom.
